Youth LGBT organisation “Action” with the American Bar Association are doing a comparative analysis of the hate crime legislation of three different countries. The comparative analysis includes USA, Albania and Bulgaria.
The report will be published in February 2018, during the Bulgarian Presidency of the council of the EU

The comparative analysis will answer four basic questions!
1.What is the legal mechanism regarding hate crimes (is this an aggravating circumstance, is mandatory sentencing required, etc. )
2. Where in the legislation are hate crimes regulated and what type of court reviews alleged hate crime cases?
3. Does the hate crime law include sexual orientation and gender identity, or only race, religious beliefs, political ideologies, etc.?
4. Is the law effectively applied after its acceptance?
